The obvious few things are:

Front light
Red rear tail light
Spare batteries for said lights
Spoke lights/reflectors for improved side visibility
Bright clothing, ideally cycling clothing with reflective strips on them.

Should you run a steady or flashing blinky strobe rear light on your bicycle?

Personally I dislike flashing lights because I find them annoying, but they do quickly identify 'cyclist' in the road. So I use a blinky rear bike light.

Consider the speed of the strobe flash. Too slow will make it harder to judge how far away you are. Too fast may defeat the purpose of having a blinky light.

Flashing lights do a good job at alerting drivers but can also distract others.

Steady lights are excellent for estimating traveling distance but can get lost in a sea of brake lights from other cars.

A flashing light, a steady light, and large rear reflector (all of the above) is probably the best solution.

Without a doubt a bright light is always recommended.
